GTPL — Toll free number for complaint registration

Gtpl customer complainttoll free no.[protected] is not working. Every time it mentions "busy" status. Then we are forced to call on other number +[protected] to register complaint, which is not toll free number, on this number we wait till gtpl customer executive receive our call, this costs a lot to register a complaint. Why should customer pay for the problem of gtpl? And we are forced to complain every day due to low speed or network problem.
