Haryana Traffic Police — complaint against traffic police for towing the car

I am Nitesh Goyal, raising a complain against the traffic police of fatehabad( Haryana) for towing my car.
My car was parked near SBI bank main road fatehabad and one constable comes with crane and tow my car in front of me. I requested them multiple times that i am moving my vehicle if it is wrongly parked but they didn't give a chance to me to move my vehicle, they just tow the car in the presence of me.
Upon asking multiple times, they asked Rs 700 as a fine for wrongly parked. .

They were just asking for money to un-tow the car i.e Rs 700 as a fine. I was in a hurry to reach somewhere so i paid Rs 700 to them to un-tow the vehicle and they have given a third party crane service( Shri Guru Jambheshwar crane service) slip to me that doesn't even contains my complete car no.

Are they followed the proper procedure, what i knows is: May be i am wrong here "according to law they should announce the vehicle on loud speaker to alert the vehicle owner even they should give a chance to me move the vehicle but they didn't give a chance or obey the traffic rules". They just need the money. Attached is the reference slip.
