ICICI Bank — ICICI personal loan dispute

I was looking for 2L personal loan. Got a call from a tele-caller saying calling from ICICI bank (later came to know that she is from some financial agency)

She was asking whether I have any other personal loans. I given those my existing personal loans. She said that, along with that 2L requirement if I sign-up for balance transfer of other personal loans, I shall get 11.49% rate of interest (I was very happy that my existing loan rate of interest was 14.5% to 15%).
When I checked with her about balance transfer, she said that (I was not aware of balance transfer funda that time).
- it is hassle free; within the banks they will do transfer; I no need to visit any where; just I need to give the bank name and loan number
- there is no additonal charge from any of the banks; just existing principle amount will be transferred to ICICI with lesser rate of interest.

I was attracted with this and signed the document.

After that I got a mail from ICICI asking me to send my company, position and employee details from my official email ID.
I gave the details and also requested for my loan amount, rate of interest, tenure, EMI details before sanction the loan ; also sent mail to that financial agency for the same details and more details about balance transfer as hassle free, no hidden charge from any banks before proceed the loan.
sent coupld of mails, but none of them replied back. that lady also stopped taking my call.
then I got mail from ICICI as the loan got sanctioned, amount 2.5L deposited into my account, tenure is 60 months (i need it for 36 months) and rate of interest is 12.99% (i was told 11.49%). No details about balance transfer.

that agency did one balance transfer, and they are not able to do other two banks balance transfer as they want customer to come. and slso there was much detay from that agency to proceed anything. one day they said that there is pre-closure charge from other banks; it is about rs.25000/- which is totally disappointed me and very stress to my mind. mean while I keep send mail to icici customer care and raised a complaint many times. Then ICICI personal loan manager contacted me and he said that he cant do anything, I have to go with whatever is santioned; 12.99% + 60 months tenure (my other loans are about to close within 24 months). he cant do anything on other banks pre-closure charge; he is not ready to listen the agency's false commitment and mistake and delay.
I escalated the complaint to next level in ICICI but still I did not get resolution.
since other two banks balance transfer is not happened, for that past 2 months all the banks are taking their EMI including ICICI, so now I am paying double EMI. ICICI manager or other higher officials are not taking care my complaint and the pain I am having now.

Mean while I spoke to other banks, they said that if I close the loan from my personal money (instead of balance transfer), they will not charge pre-closure charge.

So I went and request ICICI to cancel the existing DD or cheque and give me the amount in my name so that I can save that rs25000/- Even I am ok to contune the loan with 12.99% rate of interest.

Or I request ICICI to cancel those two DDs so that I shall contine with other banks only .

In the worst case I am ready to cancel the ICICI loan and return back the money they gave to me.

I gave above three options but ICICI still not responding.

I am loosing money now.

I got response from "head service quality"
But I am not satisfied the reply. Looks like they had gone through their records but not gone through the reality of the ground level problem. Unless someone from ICICI customer support head people to understand the actual problem there wont be justice to my case. If they ask me to contact personal loan manager, he will repeat the same. If you share ICICI customer care head contact number I shall talk to them in person and explain the issue.
