ICICI Bank — Pre-approved Personal Loan

Few days back i was searching for Personal Loan, and went across ICICI Bank Personal loan link to check eligibility. Immediately i received a call back giving me details of loan and interest and i was been told that my loan has been pre-approved. After a week i got a call saying that my loan has been declined. I do not understand if the loan was pre-approved, then how after a week time it get's declined? It's looks to me that such banks are cheating on to the customers while saying PRE-APPROVED LOANS. A question here is, if it was pre-approved then how in this world it got decline? When the approval was already placed at the time of applying.
