ICICI Bank — Technical error from bank - punishing customers

Incorrectly charged Rs 236 - Error message in application and net banking "No card linked to this account number", when trying to access debit card details and statement. Forced to click on reissue card. I have been charged now for the technical error of the bank. I even tried to contact customer care number and they have no clue why that error occurred, but instead are putting the fault on me that I chose to re-issue the card. I chose 'reissue card' because there was an error message that said no card was linked to that account number. I request reimbursement of the amount debited at the earliest.
You can check the status of the card on the day I selected 'reissue card'. A few days earlier, my UPI accounts were delinked, my transaction at a fuel station was declined on the same debit card - such failed attempts may please be evaluated to arrive at the decision. I request resolution of the error and reimbursement of the amount charged.
