India Post — Items stuck at Toronto Airport for more than 40 days

My university (Delhi University) has sent two envelopes containing my official transcripts with Consignment no CD[protected]IN and CD[protected]IN on 30th July to WES- Canada. They reached Toronto airport on 16th Aug and 23rd Aug respectively, however since then they have not been presented to Border as there current tracking status says Awaiting Representation to Custom Agency.

I called India Post customer care to seek support from them and the agent responded that they don't have any information and can't provide any help.

Why India Post is not doing anything? What am I supposed to do? I can't go to Toronto and get it custom clearance. My studies have been put on hold because of this delay.
