India Post — Kick scooter without battery / high custom charges

I sent a parcel (kids kick scooter) from Japan (Mumbai) to India. Whose total price was .12990. but
Indian postal officer told to my family to pay custom duty of Rs.8000 then they will hand over the parcel to my family. How can it be possible that the cost of buying a custom charger is more than that. I request you to look into this matter and take action against it.
