India Post — Package was marked refused and returned without delivery attempt

The same package went back to the origin without any delivery attempt from India post. They didn't call me, nor they tried to deliver the package at my address and the package was marked "refused and returned". This time my package is sent again at Agartala TMO. But still now no delivery attempt is made. I want them to call me and deliver the package as early as possible.
