Mahanagar Telephone Nigam [MTNL] — Receiving bills for a line that is not even working since 3 years

I have raised an issue with the mtnl department that this line has not been working ever since the metro work had begun, the no is 24451209 mahim area, there was an official mail sent from my inbox on the 16th of nov 2020, i had been paying the rentals before that even though the line wasnt working, this landline is in the name of my sister who is married and lives with her family so i am the one paying, but why should i pay for something that isnt giving me any service. and have asked to discontinue. there are others in the building also whose lines are down since long, the line guys have come multiple times but couldnt fix a thing. i want this stopped thank you
