Mahanagar Telephone Nigam [MTNL] — SMS can't send & receive also call can't make & getting from MTNL sim card

Address:MTNL MUMBAI

I can't send SMS & not getting SMS. I am using this sim from last 30 years +. Everywhere MTNL No.is registered in banks, Income tax, AADHAR card. Now it becomes problem for me. I want PORT Number to change but asking me to send SMS on 1900 from same MTNL sim, which I can't do.
What should I do. In near days I have to give life certificate but I am not getting SMS of OTP.
Please solve my problems.
