Mangalam Teleshopping — Mobile phone fraud

I am Ramesh, a resident of Bangalore.I got a phone call from a firm named mangalam teleshopping.I ordered a mobile phone and the mode of payment was cash on delivery. They provided me with their email id and phone number.7 days later i received the parcel by paying rs 3, 500 as was decided.Upon opening a parcel, i found out that it contained a chain the money worth of which is not more than rs50.The shipping was done through Indian postal service.Both mangalam teleshopping and Indian postal service had clearly written on the invoice of that parcel that it contained a mobile phone.The photos of the invoices are attatched. Thereafter i wrote a mail to mangalam teleshopping which is based out of delhi regarding this fraud.I also tried calling them on the four numbers they have provided me with but i have not received any response from them for 10 days now.Also, i lodged a complaint with Indian postal regarding this but they are claiming no responsibility for this.Upon investigation i found out that mangalam teleshopping has an account with indian postal service and the fraud firm provides indian post office with bulk consignments.Despite this both the firms are not at all claiming any responsibility for this fraud and i want to seek the help of the consumer court.
