Manipal University — Not getting the login site open after paying the counselling fees for btech admission

I have done payment for online councilling for Btech admission in Manipal institute of technology on 13 and 17 of July but the login site is not getting opened and the refund is also not received.The transaction details are mailed.but no response from the institute.
The payment has been made thrice yet no refund or recipient. Even though the money had been deducted, the payment shows a failure.
I have contacted the university but no response and help from their side.
