MTNL — Broadband Speed Problem

Hello Sir/Mam, I have taken Rs 999 plan for broadband connection from MTNl, which specifies that the speed will be 1 Mbps. But till now i haven't got a speed of more than 0.19 Mbps. I have complaint several times within a very short duration of taking the connection. I have been continuously visiting to my exchange to resolve this issue. But still no resolution has been done. Complaint number of the most recent complaint filed by me is 63300023 I would really be thankful, if you could look into the matter and help me regarding the same.
