Mts — Internet speed slow

Dear Sir, I am using MTS broadband number [protected] at a plan of Rs.1122 per month 40 GB free usage at 7 Mbps connection. But actually there is nothing like 7 mbps and it is not even giving me speed upto 30kbps .the speed is good only at midnight where no body will use. i got frustrated and complained MTS about the issue many times but they have not resolved. please this is kind of cheating customers by providing false information should be taken with necessary action. i am going to disconnect the connection.
