Mts — Very Poor Services provide by the MTS

I already purchase the MTS wifi data card(([protected])) as mention the services by the company the provide me the speed of 9.8mbps. But when i purchase this data card after 2 days i realise that what is the [censored] services it is.I already paid the amount of 1099/- but when i use this i receive the speed of only 2.3kbps. so plz solve my problem.And also i put a complain against this service 3-4 time. but no body solve this problem every time this just call me and say pay your pending bill..how can i pay the amount with out use this service.
