Northern Railway — Cancellation of northern railway smart card no. Nr 0161961

NR 0161961 SMART CARD for AVTM was issued by Sonepat Railway Station.
The card was put to use at Sonipat/Shivaji Bridge when I was residing at Sonepat.
Lately I turned 60 and superannuated from service. AVTMs at Shivaji Bridge, Sonepat and Sabzi Mandi are hardly functioning. I too don't find any utility of the CARD.
Validity is expiring on 10th November, 2015. Refund at Sonipat/Sabzi Mandi/Shivaji Bridge not entertained. Rs.311+ Rs50 = Rs361/- refund due- from where to get it?
