Ola Cabs — driver arrived late and charged cancellation fee

I booked the cab for 7.30pm on may 21st to go the railway station but the driver arrived half an hour late. If i had waited for him i would have missed my train. He called me when i reached the railway station and said that there would be a 100% cancellation fee. Why should i pay the cancellation fee if the driver cant make it on time.
