On Dot Couriers — Parcel not delivered even after 20 days...

My brother sent a parcel from Narwana (Haryana) with AWB No.[protected] on 21 September 2015. He paid for air services but the courier was sent by surface. Today (9th October 2015), its 19th day, but courier is still not delivered. No one is giving a proper reply. No idea when it will be delivered. On dot guys saying we cannot do anything, it will be delivered shortly. I am attaching the bill as well as the tracking status from their website as of 9th October 2015. Please do the needful.
