Passito Logistics — cheated in buying a puppy

This is avinash, i am cheated and lost 5000 rs, i thank god i did not totally fall in this trap. This all started when i enquired for few breeds in india mart on 13th feb and on 14th feb this fellow named bibi merveille pinged me over whatsapp saying: like :-hello you wrote to me about my rottweiler puppy. I asked him the price and he said 15000, then i enquired about golden retreiver and he said 14000, i bargained for 10000 and sent him 5k as advance and 5k on receipt of puppy. With in 1hr of payment he had sent me tracking details of the shipment and the consumer number. At around 3am he again pinged me saying that puppy is now held at kolkota airport by the customs officer and will be confiscated and quarantine if we don't pay 75000 insurance amount. Also assured that this amount will be reversed once i receive puppy.

He asked me for my email address and with in no time after providing my email id i got an email as below. I then got doubt where in the world the insurance amount will be refunded back. Please let me know where i can raise complaint on this cheat.
