Pizza Hut — Higher service tax being charged than allowed

Almost all restaurants in Gurgaon charge higher service tax than they are allowed to . I believe Service tax is supposed to be charged on the Service Tax only, where as in all the restaurants i go to, they charge Service tax on the total of the food bill plus Service tax . When i enquire about the same, all the manager has to say is that "This is how it is in Gurgaon" . I don't know where to lodge a complaint about this on going illegal practice .
