PNB — No refund of deducted amount

Hello! Last year, I had tried to shop on the e-commerce website Zovi.com. I paid an amount of Rs. 583 through my net banking. The amount was deducted but the order wasn't placed. I lodged complaint about this twice last year but still there's no refund. Please look into this as the customer care is unable to help me with this.
