[Resolved] Reliance Communications — Getting legal notice, internet blocked, forced to buy 4g service

Hi my name is himanshu lal, after numerious mails and request no resolution received. Formally informed not ready to buy 4g plan, and existing service blocked, still every month get bill notice. For what they charging me, now today i got legal notice. Pls someone help me, so i can handle the situation. Pls help me to connect to indian legal authorities who handle such cases.
I'm forced to buy a unwanted services, and without any service provided force to pay.
Pls help me.
