Reliance Communications — My mobile prepaid balance cut by 23 rs on date 21th july 2016. Not good response

Hello sir just 5 mint before i am talking, he promised me that your balance are refund please check your balance but i have note received refund me, he is lire so Called customer care(198) for the reason but unable to provide information saying issue with system and not even listening. I have tried calling several time and facing same issue. I want this money to i want refund my RS

My mobile prepaid balance cut by 23 Rs on date 21th July 2016. Called customer care(198) for the reason but unable to provide information saying issue with system and not even listening. when ask to file a compliant they transferred the call to senior and then disconnected. I have tried calling several time and facing same issue. I want this money to be refund as it is cut without any reason. Mb No : [protected] so please call me this no otherwise
