Reliance Communications — Not able to generate port code from last 2 months

I am using 2 mobile numbers of realinace, from last two months i am not able to generate the port code to change the operator, every time when i try to generate port code there is same massage come "service temp not available"
My numbers are [protected], [protected]
Reliance have a poor network and i don't want to stay with the same operator, customer care proved me the wrong code due to which i suffer tha loooosssss of rs 408, who will pay???
