[Resolved]  Reliance Communications — Rcom harassing customer with e-notice from lok adalat for ongoing unresolved billing dispute

I received e-notice from rcom for an ongoing dispute of 4g migrated bill which is unresolved and yet i have been asked to pay the amount which is decided by rcom. The reference number given on e-mail is [t[protected]bhs010z2805375]

From may 2016, rcom sent mails regarding upgradation from cdma to 4g wherein it clearly stated that no change in your current data plan rentals & benefits. It was stated on rcom home page that 10gb free data will be available if customer migrates to 4g. I migrated to 4g post confirmation from rcom customer care via livechat medium that my plan will not change on 30th june 2016, received wipod on 12th july 2016. Suddenly, it stopped functioning from 07th august 2016. I called customer care on 08th august 2016 and was informed that my existing plan (10gb unlimited i. E. Ncplus10gbul_799) was not only discontinued but also it was amended to 4g_1100_5gb without my consent and my datacard services are suspended from 07th august 2016. I asked the agent to raise a complaint regarding this billing dispute but she refused to do so.
I mailed my complaint to datacard. [protected]@relianceada.com on 08th august 2016; to [protected]@relianceada.com and [protected]@relianceada.com on 09th august 2016; to rcomappelateauthority. [protected]@relianceada.com on 11th august 2016; to netconnect. [protected]@relianceada.com on 12th august 2016.
Finally, after 9 days i. E. On 18th august 2016, i received acknowledgement from [protected]@relianceada.com. No explanation was given for the delayed response. I was told that rcom has the right to amend the plan at any time. I replied them on 19th august 2016 and asked whether "customer consent" is not required when you amend his regular plan? This question still remained unanswered. As i didn't receive any reply for 10 days, i ask for termination of connection on 01st september 2016.
On 02nd september 2016, i received service request id:[protected] and to be resolve latest by 12:03 am on september 16, 2016. It was mentioned: "the monthly rental is applicable as long as the services of your number are active. The services of your number will be suspended within 7 days. You will receive a call from us within 7 days to process your request." i asked him to check my original mail where it was written that my number was suspended since 07th august 2016 without any communication.
On 14th september 2016, i received another mail stating that "service request id:[protected] raised on 9/2/2016 at 12:04:08 am. It would be addressed by 9/17/2016. The services of your number will be suspended within 7 days. You will receive a call from us within 7 days to process your request."
I replied on 15th september 2016, i still haven't received any answer from any reliance executive to my basic question mentioned in my earlier mails -
I would also like to know whether "customer consent" is not required when you amend his regular plan? Can reliance amend anyone's plan anytime without even asking the customer's permission? Or is the amendment process suggests that there is no need to get the customer consent before you make any amendments in his data plan & benefits? If so, why is it written in every bill that i received from reliance that "no charges will be levied for any services without your explicit consent."?
Post this i have not received any mail from rcom replying my query. And on 03rd october 2016, they sent me enotice dated 01st october 2016 asking me to pay outstanding amount of rs. 3651. I have no idea how they reach to this amount?
This is a case of harassing customer by asking him to pay the amount without any clarification, communication by threatening him with enotice which is sent by reli. Zen. [protected]@gmail.com.
