[Resolved]  Reliance Communications — Reliance netconnect - wrong billing since sept 16

Sir / madam,
I would like to draw your attention to the billing problem faced by me since oct 2016:
1. I am a senior citizen retired from private limited company. I selected reliance data card because it is reliance which provided service to common man on the street at the time when mobile service was considered to be white elephant, by late mr. Dhurubhai ambani. I had been enjoying your service since july 2014 with 2g service. I opted for a scheme of rs.599 with 6gb of data usage and the last bill including service tax came to rs.685/-. Though your 2g service was awfully bad, i had been paying bills regularly. My reliance data card no. [protected]

2.in the month of sept. 2016, i received an sms on 03.09.2016 stating that my service has been migrated to another service plan with 3gb data usage rs.700 plan and i have to contact customer care service for any other details. I hope you will understand that the customer has to be given a choice to choose the service that is suitable to him (Affordability) and he should be given sufficient time to plan for his suitable plan and the toggle and other requirements. At present the fees payable for data services are coming down, i do not understand why they are increasing my bill amount. When i visited reliance store they informed me that i have to buy new 3g toggle and sim card. I requested reliance store to discontinue my service as all the customers are going to 4g service and why should i go to 3g and to 4g replacing toggle every time. The store person told me to contact the customer care service for discontinuing my service. And i received a bill for rs.805/- (All inclusive) in sept 2016 unit consumed - nil and another bill for rs.216/- for oct 2016. Unit consumed - nil. My earlier bill for aug 16 was rs.371/-

3. I send mails to customer care service to discontinue my service and as per reliance manual of practice, customer can send mails to discontinue his service to customer care service and every mail has to be docketed and to be replied. Though i had send three mails, not a single mail was replied by reliance customer care service

4. I am getting threatening calls from recovery section that i have to pay all the bills raised against me though i have not consumed any units for which details are available in the bill. When i informed them that i have written to customer care service to discontinue my service they informed that they will initiate legal action and legal notice is on the way etc.

5. I have given details of bills received by me for the last three months.
Aug 16 - 2g service - 371.00
Sept 16 - 3g service - 805.00
Nov16 - 4g datavoice_cn - 221.00
Please inform me why there is huge fluctuations in the billing.

Can you please look into this tangle and help me to resolve this issue and to come out of this hurdle which is disturbing me as i was enjoying trouble free service from reliance since 2014. This is harassment and does not suit the dignity and stature of reliance. Please inform me on the following:

1. Has my service been discontinued and if so from which date. Will i be assured that no further billing will come from reliance and no harassment will be faced by me before i decide for the dues. There are numerous complaints that reliance do not disconnect the service and keep raising bills subsequently in the consumer forum.

2. Is it fair on the part of reliance to force a customer to avail a service without informing him of various schemes available and the toggle replacements etc. And without his consent.

3. Is it fair on the part of reliance customer care to ignore mails send by customer without replying and sending bills and threaten them with legal action etc.

I am looking forward for a reply from you. I am also marking copy of this grievance to ministry of consumer affairs and to trai as i am not sure of outcome from reliance as on date.
