Reliance Communications — Termination of services, balance not carried forward, no response from cc & appellate authority

I am sharing the complaint I made with Reliance people (complaint to CC by email on 24/06/2016, complaint to Appellate Authority on 25/06/2016, reminder on 25/06/2016). I am sharing my complaint because I did not receive a single call, sms or email from Reliance customer care or Appellate authority.
This is the last attempt I am trying before going to the Court.
The complaint was:
"Sub.: Either restart my discontinued services/ benefits or refund my amount for those services.
I was having CDMA mobile no. [protected] (MP & CG Circle) which has been activated on 15/10/2003. Prior to this my mobile number was postpaid number for around two years. I have recharged my mobile with Rs.4444/- (Rupees four thousand Four Hundred and Forty Four only) on 01/04/2009 for the offer: (Get 500min STD+Local R2R per month on pack Rs. 4444 for lifetime i.e. till 29/03/2023 in my case). After recharging, I was getting 500 min (STD+Local R2R) every month regularly which should be continued till 29/03/2023 as mentioned/ promised by the Company.
This month also I have received full 500 minutes R-R which should be valid till 01/07/2016 . On checking balance I have received message on[protected] as R2R MIN(HH:MM:SS) – 08:16:00 Val[protected] on previous CDMA SIM.
Suddenly I was getting messages in the month of May 2016. Details are as under:
(1) Reliance CDMA closes on 31/05/2016 Register for 4G (on enquiring for balance).
(2) Dear Customer, we are upgrading CDMA network to 4G shortly. As a preferred customer, await our invitation to experience the BEST4G network. RCOM.[protected]
(3) Get ready for the true 4G experience. RELIANCE 4G coming soon. Thank you. RCOM.[protected]
(4) Its time to Upgrade! Dear customer, 4G Smart SIM is now available at your nearest Reliance Mobile Store. Pls collect your SIM today. T&C, RCOM.[protected]
(5) We are closing CDMA network by 31st May’16. Get your free 4G SIM from any nearest Reliance Store and enjoy uninterrupted services. T&C, RCOM.[protected]
(6) same message as above.[protected]
(7) Pls Insert your New 4GSIM into any GSM or 4G Compatible Handset after NO SERVICES on OLD Handset to continue uninterrupted GSM services. RCOM.[protected]

I had to take the new 4G SIM (SIM No.[protected] before 31/05/2016 from Reliance Mobile Store at Tilak Nagar, Bhopal else my 15 years old mobile number would be permanently off. I have collected new SIM on[protected] after paying Re.1/-. The new SIM was activated on[protected] at around 10 PM without any welcome message or welcome call.
On asking Reliance Mobile Store I was told that you will be getting same benefits as earlier and with the free bundled offer of 150 min talk time, 1GB 3G data after exhausting 10 GB 4G data for a month. For next month onward we will let you know the rates for all of the above i.e voice, 3G data & 4G data.
For the very first time on[protected] I came to know that my mobile’s CDMA network is going to close just after 4 days. It’s not optional to upgrade my SIM but it’s compulsory/ mandatory.
For the very first time I came to know that 4G SIM can be used with GSM mobile handset only, my old handset would become dabba after 4 days.
At Reliance Mobile Store they have not taken any signature on any sort of new agreement. Only verbal assurance of carrying forward of old benefits along with bundled offer of new benefits.
Till today I have not received any welcome phone call or SMS or email giving details of new SIM/ Mobile Services.
What is call rate applicable or SMS rate applicable or 2G/3G/4G data rate applicable I don’t know.
I am told by the Reliance Mobile Store that 4G data services would be started soon. The 10GB 4G data would be starting thereafter. I don’t know the reality.
On visiting Reliance website I cannot top-up/recharge with any amount in my mobile as I was doing before.
There is very very poor network of new services. Almost every incoming and outgoing calls were dropped since the new SIM activation.
There is no way to check data balance either 2G or 3G or 4G.
Very few places in my city Bhopal the internet is accessible.
I can’t understand that what was the urgency to close down the CDMA network of Reliance Company within four days even without upgrading the new 4G GSM network till date. The Company like Reliance will work like a road side kiosk, that is really not appreciable.
If I wanted to change my services from CDMA to GSM network of Reliance or other operator, I would have changed it well before in last fifteen years.
The cost I had to borne to continue my number without my wish is as under:
1. Rs. 9999/- for the new 4G enabled GSM handset.
2. Rs. 89.75 balance valid upto[protected]
3. Re. 1/- cost of new 4G SIM
4. R2R MIN (HH:MM:SS) – 08:16:00 valid upto[protected]
5. R2R MIN – 500 Min for 81 months is 40500 Min. Remaining 6 months of 2016, 12 months each of 2017, 2018, 2019, 2020, 2021, 2022 & 3 months of 2023 (As the benefits has to be credited till[protected].
6. Totaling of Sr. No 1 to 5 is Rs. 51085.75
7. The penalty of call drops would be applicable after any Government policy finalisation.
Either you please continue the benefits as agreed before on my mobile number [protected] or kindly pay the amount of Rs. 51085.75 by cheque or draft if you cannot restart the discontinued services/ benefits. I would love to migrate to any other Mobile Service Operator for getting good network and better services after getting my amount.
Please let me know the action/actions you are taking to consider my continuation of benefits/ services."

Sir, you must have seen now that from last 7 days there is no response from Reliance people. That's the way they are behaving with millions of customers. Just sue them in the court. They are not worth talking.
Still waiting for their response. They are behaving worst than the road side hawkers. Kisi bhi Company ke liye Itna ghamand achha nahi.
Should I go to the consumer forum/ court or district court? Please advise

But till today there is no response.
Today I sent the reminder mail to Appellate Authority.
Lets hope that God should give some good thoughts to them.
