Reliance Communications — Very slow speed

Just a week ago bought a reliance pro-3 data card. They promises a speed of 14.7mbps. I stay in electronic city, Bangalore and even in a place like that it is giving a download speed of 15kbps and that too at the night time. Surfing speed is pathetic. When the speed is indeed so low then why do they make such false promise. I called up the customer care a several times, but no body responded properly. More over the device didn't connect at times. Now I am feeling like its a complete waste of money. I request the company to buy back this device from me and refund me my money.
