Reliance Communications — without information all outgoing calls and sms service stopped

I heard the news that rcom service is going to stop, so that i want to port my num to other service provider. But i am unable to do porting request because all outgoing call and sms service was stopped even i have sufficient balance available in my account. I just want to continue my peesent mob num.
Kindly do the needful and help in porting my current num to another service provider.
