Safe Way International Courier — Extra charges taken at delivery place but not refunded

Dear Sir, On 8/6/2015, I had sent a parcel of 15 Kgs to London having some house hold items. The parcel was sent through SAFEWAY International Courier and the fee taken was 200/Kg which comes to Rs 3000/- (Receipt attached). Total charges were paid to the person concerned and receipt was taken. The parcel reached London on 15/06/2015 but the courier service refused to deliver it, demanding extra cost for delivering (DELIVERY Charges) and VAT. When I inquired safe way international courier they said you pay those extra charges in London we will refund you the charges incurred. The service provider in London (RAINBOW) is our partner in London. Therefore, for that parcel we paid 19.45 pounds extra (VAT=4.45 and ENTRY CHARGES=15). THE receipt is attached with safe way courier receipt. On telephonic conversation to SAFE WAY Courier the person refused to pay anything and also told that my duty was to send the parcel and not deliver it. I had written an official letter to him for the same and send it through speed post but he refused to receive the letter. (The speed post tracking is attached). The letter was tried 2-3 times for delivery. I HAVE BEEN CHEATED BY SAFE WAY INTERNATIONAL COURIER. I FEEL MENTALLY HARASSED AS SOMETHING WHICH WAS SENT AS A GIFT IN LONDON; a price was paid for receiving it.
