Shriram City — Loan amount not credited and I want to refund my processing fees

I am vengatesan, I got call from sriram city union finance for personal loan.He said to your loan eligible amount Rs.3, 00, 000.He asked send my details and said about the loan related processing fees and more.Then I paid processing fees, micro city code tax, poc charges and health insurance.
Processing fees=Rs.3, 150
Micro city code tax u/s =Rs.8, 900
Poc charges=Rs.7, 600
Health insurance=(5900+5900)=Rs.11, 800

Totally I paid =Rs.31, 450.
Then I called to shiram finance he didn't response properly and still now no response from sriram finance.
I want to my money refund back, please raise my complaint and reply shortly

I also attached the loan approval letter from shiram finance and transaction details for sent money to shiram finance.
