Siti Cable — No refund for returning my HD Set top box

I am an unsatisfied customer of Siti Networks (Cable).
I had purchased a HD Set top box of Siti Cable and it was told to me that amount is refundable.

Now when i am discontinuing my services with them and call the toll free number to find out about my refundable amount,
1. Call centre people are just sitting there to hear the customer shout and abuse, they only keep saying sorry sorry but no expected response.
2. When i asked about procedure to get my refund on returning the HD set top box, they are saying speak to your local operator.
BIGGEST MISTAKE and TOTAL FRAUD COMPANY...NEVER AVAIL ANY SERVICES.
