Tamilnadu Electricity Board (TNEB) — Name transfer documents discrepancy

Sir / Madam, I've purchased a flat in Vadapalani area, chennai. While checking documents needed in name transfer it was mentioned to submit sale deed for the said property along with form-1 and required fees for the same. When I approached the TNEB office in MGR Street, Saligramam, they strictly rejected the application saying that they need the following items: 1. 3 forms (not 1 form mentioned in the web page of TANGEDCO) 2. Sale deed 3. Property tax name transfer Please confirm whether the documents I have are enough or should I also get what was informed by TNEB staffs
