Theft — lost my cell phone

Dear sir,
I lost my cellphone on[protected], 8:10 pm while taking a unreserved ticket for satna towards platform no 1 side at jabalpur (M. P.), (Western central railway) station. I lodged my complaint with grp and on further investigation for cctv footage with rpf i got reply that camera was not working after 6:30 pm that day and one more moving camera was not working. How a coincidence sir that on that day only camera was not working on such specific time and reasons given were also vague. Indian railway is investing so much of funds in infrastructure even though there is no solution for passengers relief.
When i further requested today on[protected] for railway complain register for lodging complain/suggestion i was told that u are not permitted to do this.

Sir please suggest how can i move further for my request?
