UPCL Dehradun — Incorrect solar water heater rebate

I am a 77 years old retired Indian Air Force Officer. I have got a Solar water Heater fitted in my house which has a capacity of 300 litres. I was getting a rebate of Rs.600/= in my electricity bill which is received every alternate month for last number of years. However When I received the electricity bill for the months of January and February 2014, the Solar water Heater rebate was reflected as Rs.400/=. I made number of telephone calls to the concerened authorities to correct this mistake. Unfortunately no action was taken. Later I made the complained to Electricity Consumer Grievance Redressal Forum. The Forum asked me to come to their office on 04/08/2014. Despite my limited movements due to my old age I attended the Forum as I knew that in my absence a clear view of the case would not be taken. I explained everything to the Forum which was attended by two members and also told them that in absence of any marking on the Hot water tank the capacity can be calculated by simple formula which we have learnt in our school. Volume=pi x radius squared x height. I requested the Forum to send someone who can measure the tank and calculate the capacity. Unfortunately nothing was done and I received a letter after few days stating that their books show the water heater capacity as 250 litres and hence the rebate would be given on only 200 litres @ Rs.100/= per 100 litre per month i.e., Rs.400/= on alternate months. I have recently got the service done on my Solar Water Heater by NEW FALCON ELECTRONICS. I requested them to give the dimensions and other details about it. The following information was given to me. Length=148 cms and Diameter =69 cms. There is an insulation of 7.5cms all around and on the sides. Thus the effective length of the Hot Water Tank comes to 148-15=133 cms and the diameter comes to 69-15=54 cms or radius =27 cms. Carryinng out the calculations by above given formula the volume of the hot water tank comes to 304722 cubic centmeteres or 304.7 litres. Hence it is quite evident that the capacity of the tank is above 300 litres as was explained by me to the Forum. In view of the above it is requested that the following action be taken without any undue delay. (I) Somebody may be sent to check the validity of the above figures.(II)From now onwards a rebate of Rs.600/= be given in the alternate Electricity Bills.(III)The error committed since begining of 2014 be corrected and a rebate/refund @ Rs.100/= per month be reflected in the next Electricity Bill. As the case is pending for quite sometime, an early action is solicited, as no action has been taken by billing department o[censored]PCL despite my written complaint on 09/06/2015.

Further to my complaint regarding incorrect solar water heater rebate dated 26/8/15. I have now received another electricity bill in which no correction has been made for the mistakes made by the UPCL. UPCL has continued making same mistakes by giving me a rebate of Rupees.400/= instead of Rupees.600]= in the fresh bill received on 08/09/15.

It is requested that an early action is taken to remedy the mistakes made by the UPCL and make the refund with correct new bills as the case is pending for almost 9 months.
