Vodafone India — Not providing promised tariff plan, overcharging, changing tariff plans without permission

I, vinil v b and my wife are vodafone postpaid customers. We had an 899 red plan which was shared by both o[censored]s on payment of 99 extra for addition of a family member. My number is [protected]. So our post paid bills came to 1200's most of the months. So to reduce the bill, i had opted to port to airtel in march following which i received a call from vodafone's retention team. They offered me a 499 family plan on which i have to pay only service taxes as extra. I specifically asked her whether any charges are there to which she said no. I told her only if such a plan exists cancel my porting request. She told me that this was a customized plan. I had already submitted my documents to airtel and paid the fees, but after this offer i gave permission to cancel the porting request.
Later on april 8th i noticed in vodafone app that my plan was unchanged, called the customer care and complained. They changed my tariff plan to 499. When the bill was generated on may 6th, they had charged me plan rental of 499, 99 for adding a family member, 49 for itemized bill, 2 days in the 899 rental plan, 119 extra as internet usage charges on my wife's number when almost the entire 10 gb was left to used, 136 as roaming charges and service taxes - a total of rs.1061. On complaining again and again (That too on roaming) they reduced the bill first to 930 and then to 605. I asked them to give me the plan offered by the retention team to which they replied first that it's mandatory to charge 99 extra for addition of a family member. Later when i complained again they said that they don't have such an offer, their retention team was wrong and that the 499 plan was not a family plan and that it cannot be shared. I told them that if i don't get the offer that they had promised me i'll approach consumer court to which they said i'm free to do so.
Then when i paid the bill amount on my wife's number which was linked with my account, it's showing as not credited to 'my account'. Earlier our numbers were linked and i had to pay on only one number which was credited to both our numbers as both were linked. On calling their customer care again they told me that my wife's number was unlinked from my account on my request which i hadn't done. I asked them to resolve my complaints which they said they would do in 24 to 48 hours, each time, in which they have failed miserably.
They haven not given me a complaint number, which they are legally bound to do for the numerous times that i have called. (I came to know that they are legally bound to give complaint numbers from various consumer forums)
I would like strict action to be taken against vodafone and an example to be made out of this. They should be heavily penalized for cheating the customer, offering fake plans and overcharging, changing tariff plans without any written communication and not following the proper steps of addressing complaints. Please help.
