108 Ambulance Service — Complaint against 108 ambulance driver.

Hello sir, mam
I am dillip palia, the husband of the patient . We are from patapur village, po sansailo, ps suki nda, Jajpur, block sukinda .the patient suffering with fever as long as 3 days .so I called the emergency gov.medical service number 108 ambulance.the ambulance took to us from patapur to gov.hospital sukinda chc .after we reached at the chc, the driver other with 2 person, they has asked us 300 rupees, but we know that the ambulance is public property but, I can't understood that, how can a property owner like to give the fine incase of his emergency.
