ABC — riding scooter on wrong side without helmet

Riding scooter on wrong side without helmet coming against my car at five gardens matunga mumbai scooter number mh01 cf 6536. The scooter driver was ignoring cars coming in the lane from the circle garden. Such drivers have the audacity to tell other people that they are wrong when on the contrary he did not wear a helmet and was coming against the traffic on wrong side. This is a very serious situation which is a public nuisance against law abiding citizens and must be dealt with with immediate police action and fines and also imprisonment as public nuisance is also a criminal offence punishable under the criminal procedure code and ipc. Kindly take immediate action. Please note that if this action is not taken i will pursue it till such action is taken. Thanking you
