Actsoftware.net — License key not sent for the microsoft visio software

I have purchased the Microsoft Visio software from the actsoftware.net and paid the specified amount Rs.549.
After payment, I have received software download link, but not Received License key for the software activation.

I have raised a complaint on their website, but didn't get any response.
Seems like they are cheating customers by just sending the software link without License key activation
