Air Force — collection of toll fee force fully from defence personnel by violation of army air force act 1901

The shambhu toll plaza situated at nh 7 from ambala to rajpura manager is collecting forcefully toll fee from defence personnel on duty by showing them the letter, which he signed at his own. I am defence personnel i was travelling from kolkata to amritsar. At all the route i was exempted from any toll fee till amritsar. But only shambhu toll plaza members were collecting fee forcefully from defence personnel. Their behaviour was also rude towards the defence personnel by saying that you wants all in free. As nhai instruct to the toll plaza to salute or give respect to the defence personnel which soldiers deserve, but they only behave like any mafia. With all due respect please clarify.
