Allahabad Bank — amount deducted from my account but not reached to merchant account.

Address:Ranchi, Jharkhand

I was recharging my Jio number using Phone pay app and paid using Allahabad Bank UPI on 9th October. My first 2 transaction initially shows pending status and become successful next day. Now, it has been 15 days and the amount hasn't neither reached the merchant account nor got the refund. They are saying that since the transaction is successful they are not responsible for it and there for they cannot take the complain.
