Allahabad Bank — online payment failure

Dear team,

I am into a business and i usually make payment to merchant through allahabad bank epay, but on 7th sep 2018 i made a transaction and due to some server issue the transaction failed but my money was debited from by bank account (Uco bank), but it never reached the merchant whom i was trying to make a payment.

I got these information from my bank i. E. Uco and my my bank officials said that the amounti s settled by allahabad bank on 10.09.2018, but i see the merchant is yet to recieve the amount.
