Allahabad Bank — unaccounted transaction

I was recharging my jio number using phone pay app and paid using allahabad bank upi on 9th october. My first 2 transaction initially shows pending status and become successful next day. Now, it has been 15 days and the amount hasn't reached the merchant account nor bank is taking responsibility of it. Bank told me that since the transaction is successful we would not register complain against it.
