Allahabad Nagar Nigam — Water pipeline flowing uselessly

Since past four weeks water outside each household in Sohbatiyabagh mohalla, Zone 4, is flowing consistently from morning 4 Am to 8Am and in evening after 4 Pm to 9 Pm (approx). And this has been happening after each house got connected with new water pipeline but left unfinished as that pipeline hasn't been connected with the water motor of each house, so we cannot turn it off by any switch.
It's really making me sad as gallons of water is flowing uselessly everyday.
