Andaman Tour Travel — denying refund after agreeing

We had booked a trip to andaman for 10 senior citizen ladies with this travel company before 2 months of travel. But in-spite of confirming every time on weekly basis they didn't made any proper arrangements as per the itinerary.
Before the trip they had changed the hotel confirmation twice saying unavailability of rooms. At the first place, they should had checked with the hotels before pitching them to us.
There were many services which were not provided inspite of being included in the final itenerary and we had asked for the refund which they agreed over the call and now denying.
1. The hotels were not as per the itenary. At neil island, neha palace was decided but we were given rooms at hotel kingfisher which is ethically wrong.
2. Also, they only provided us 3 a/c rooms and 1 non a/c room instead of 5 a/c deluxe rooms.
3. Inspite of repeatedly confirming of change of hotel at port blair, we were sent to ambika residency which is a shabby, full of bed bugs, without geyser, without bedsheets and no room service.
4. The 2 rooms provided didn't had a/c working at ambika residency. So that too counts as non a/c rooms
5. Instead of 8 breakfast, only 4 were provided.
6. No hotel had intercom facility and due to all your booking mishaps, we had to repeatedly call your staff that accounted for extra telephonic charges in roaming of rs.500.
7. At havelock, only 1 attraction for sight seeing was covered instead of 3.
8. At port blair too, only 3 attractions were covered and later an excuse was given that sunday the rest of them are closed. The plan wasn't designed well. We had confirmed to check for closed attractions earlier and they had agreed to plan in a way that we don't miss any. But they failed to do so.
9. We were never provided vehicle or transport for dinner.
After mailing them all the concerns, they denied and are now postponing the calls saying their higher authority will answer but the person i talked to was owner mr. Akhil. I don't understand, who is the higher authority than the owner.
Please help us in getting our refund from this frauds.
