Animal Welfare Board Of India - Awbi — Feeding stray cats in the society premises is not allowed

I am from east Delhi, and i feed 2-3 stray cats in my society, not near the housing flats, and my cghs society MC send us a notice, stated that feeding of stray cats in the society premises is not allowed, cause they scatter the garbage. but that is not the case, cause in our 70+ flats society there are only 3-4 stray cats, and they cant scatter everyone's garbage.but there are many people who throw garbage bags inside the society premises.. so can suggest what should i do next. should i stop feeding strays.
