Apex Visas Immigration & Career Consultancy — Money paid but no proceedings

I had submitted my application in 2021 by paying approx 80000 INR, appeared for IELTS as well and scored 6.5 for which Apex said they would look into to the proceedings and help me. I got some medical issues as well for which I wanted to withdraw and asked for refund as there was no much work done by Apex other than helping in form filling. They asked me further wait else there won’t be any refund as this will voluntary withdrawal. So if the person is in condition for discontinuation then god should help these guys will not even consider not help in proceedings.
