Apply Pan India — Bad service has not proceeded process and not giving my money back

On 7th january i visited the site applypanindia.in for pan card i filled all the details in that process then a page came where i have to make online payment from debit card for pan card and i did, that amount 299 was debited from my account and from that page suddenly that page disappeared and i didn't got any confirmation nor even i got the acknowledgment slip i mailed them for 4 - 5 times but i did not got any response from them it was very urgent for me to apply for pan card and yesterday i went to pan card office and applied for it by paying them 110 and this company is not returning my money even i have the transaction id s96465553 by payu please help me out to get my money back
