Archies Online — Absolute negligence of order( order not delivered and money is not refunded)

I have ordered Rakhi and a photo frame for my brother for the eve of Rakhi pournami from archiesonline.com.
My order number is AL[protected].
I have ordered it on 22nd of August 2015, I clearly mentioned in the order that it should be delivered by 28th of August 2015 and system authorized the delivery date and location which then prompted me to proceed with my payment. I payed the amount and got an confirmation email of the submitted order to my email.
Today it's 3rd of September, 2015 past a week from my requested delivery date from archiesonline.com
I have been emailing the customer care through the mail addresses mentioned in their website. For which I haven't got even a single reply until past the requested delivery date(very poor customer service)
Since I stay in United states, timing doesn't match for me to give a call to their customer service.
Finally I gave a call to the Archiesonline.com customer service and waited for almost 10minutes to connect to a agent, for which I payed the call cost.
The women who answered said she would put a refunded request to their service teams from my side( because I requested the same).
My problem here is,
1) why do they take orders when they are not sure that they could deliver on time.
2) they totally spoiled the most important day for my brother and me(rakshabandhan)
3) as a valued customer I demand reply for my requests for which I was not answered by the customer service of archiesonline.com
4) I my point of view archiesonline.com just stole my money by luring me into buying a undeliverable product. I would like to sue the company with the help of indian government.

As I discussed my problem with archies, I have a problem with 'dtdc'- the delivery company through which archiesonline.com mailed my package orderAL[protected].
DTDC national tracking number for my package for as per the email which archies sent me on 29th August 2015 is "X14269177". Which means, basically archies dispatched my package from their warehouse a day after my requested delivery date.
So after I called archiesonline.com customer care on 4th of April, 2015( United states time). I tracked my package in dtdc website, it showed me that the package went to "dtdc warangal franchise" and they are returning it back because there is no service in that franchise. To exactly know the meaning of "no service" means, I immediately called the franchise ( was able to connect to the right person after 6 attempts), and questioned the guy who answered the phone about my package(saying the tracking number). He carelessly answered me that " this package is returned because, we don't deliver to this delivery location" and recklessly tried to hang up on my call.
My question is:
Why did the dtdc send to that warangal franchise of theirs, when the franchise don't deliver to that particular location?
Don't dtdc management know which locations their franchise delivers?
When they can't deliver why did they accept package from archies?

Here is my one final/ main question:
Why does government still giving these companies their authorization to provide service. They are just bluffing/ tricking/ stealing people by luring them with promising advertisement?

Note: I request the person who ever reading this to take immediate action on these companies and help me in getting my order money back.
"Please don't take bribes"- in regards with this case.
I expect sooner reply and i would like to inform that I will take it any further to sue the companies archiesonline.com and dtdc.com.
Please send me fast response, with proper solution
