Aseb — non issue of consumer account number

Good Morning Honorable Sir. My name is Sourindra Nath Phukan Staying in jorhat Sastripeeth Road . I have two digital ASEB meter. Previously I pay my ASEB bill through my net banking. Now I am also ailing patient frequently go to Delhi for my treatment as I am suffering from heart (Pacemaker is implementation in my heart), uncontrolled sever blood sugar, Kidney problem lastly one acute ulcer inside my neck. .Again I will go to Guwahati on 5th July for next treatment. Mainly Mr Arup Phukan is my causing brother staying near by me. I asked him so many time to collect my consumer account number but he is not interested. If I not getting consumer account number then unable to pay through net banking I also not able to go to ASEB office to pay bill.
